Successful implementation of national sustainable development strategies that effectively respond to environmental challenges requires countries to devise country-specific targets that are tailored to context-specific needs. FSSD works to promote such country-driven target setting and encourages mainstreaming environmental sustainability dimensions into countries’ key national development frameworks, including Poverty Reduction Strategies.

This complex agenda requires establishing long-term, effective strategies for sustainable development, a strong national commitment and leadership and improved coherence between existing processes, frameworks and strategies.

Furthermore, documenting and disseminating successful experiences is essential to accelerate and facilitate the work of partner countries.

FSSD areas of support:
• Integrating sustainable management of environment and natural resources into Poverty Reduction Strategies, key national development frameworks and sector strategies
• Adopting and implementing National Strategies for Sustainable Development for integrating responses to economic, social, and environmental issues
• Setting targets and demonstrating progress towards environmental sustainability (Millennium Development Goal 7)

Sustainable Development and the Millennium Development Goals (MDGs):
The MDGs serve as the new framework for sustainable development, setting social equity goals and targets that contribute to economic development while ensuring environmental sustainability. UNDP provides assistance for national and local sustainable development strategies and policy practices, which facilitate the integration of sustainable development priorities into country policies and programmes.

UNDP supports countries in monitoring and reporting on progress towards environmental sustainability. Reinforcing Poverty-Environment Linkages:
Important to the environmental mainstreaming agenda is realising the link between poverty and environment, and integrating this understanding into development policy and strategy frameworks. Integrating environmental considerations into economic and development planning serves as a critical component to achieving long-term sustainable development.

Environmental Mainstreaming:
Environmental mainstreaming refers to the integration of environmental policy considerations into core institutional thinking and to ensure policy coherence. UNDP’s environmental mainstreaming approach involves integrating sustainability objectives into poverty reduction practices. This is done through building internal and external capacities, promoting regional environmental strategies, enhancing environmental soundness and sustainability of UNDP policies, programmes and operational processes, and improving the quality of environment programmes in achieving broader socio-economic and human development goals.

The UNDP Environmental Mainstreaming Strategy outlines the history and background of environmental mainstreaming initiatives and activities in UNDP. It also outlines opportunities and operational processes.

A SUCCESS STORY:
Viet Nam has succeeded in an approach that aligns the MDGs with the objectives of existing national development strategies and also establishes country-specific targets under the MDGs. Viet Nam proposed a set of goals and intermediate indicators, which represent both the core developmental vision of Viet Nam as well as the Government’s efforts to meet international goals, both localising the MDGs and agreeing on a set of VDGs (Viet Nam Development Goals based on the MDGs), which serve as an input to set goals and indicators for their Comprehensive Poverty Reduction and Growth Strategy (CPRGS). The MDG Report contains six quantitative, time-bound and verifiable environmental targets that parallel the global targets of MDG7 on extending forest cover, ensuring water accessibility, reducing slums, ensuring wastewater treatment and solid waste collection, and monitoring air and water pollution.

The environmental targets in Viet Nam’s CPRGS directly mats those listed under MDG7 in the country’s MDG Report. The targets presented in Viet Nam’s National Strategy for Environmental Protection (NSEP) are also aligned with, and often amplify, the targets contained in the MDG Report. For instance, Viet Nam’s country-specific MDG7 targets to extend forest cover to 43% by 2010 is expanded upon in the NSEP via three additional targets, including quantitative targets for reducing areas at risk of desertification, restoration of upstream forests, and rehabilitation of mangrove forests.
